COMMUNITY ADVISORY COMMITTEE (CAC) FOR THE
VALLEJO CITY UNIFIED SCHOOL DISTRICT
SPECIAL EDUCATION LOCAL PLAN AREA (SELPA)
ARTICLE I - IDENTIFICATION
Name:
1.1 The name of the organization shall be Vallejo Unified School District Community Advisory Committee for Special Education (CACSE).
ARTICLE II - PURPOSE
Purpose:
2.1 As stipulated in California Education Code Sections 56190 - 56194, the CACSE shall have the authority and fulfill the responsibilities that are defined by the Special Education Local Plan Area (SELPA). The responsibilities shall include but not be limited to all of the following:

2.4 Assisting in parent education and in recruiting parents and other volunteers who may contribute to the implementation of the plan.
2.5 Encouraging community involvement in the development and review of the local plan.
2.6 Supporting activities on behalf of individuals with exceptional needs.
2.7 Assisting in parent awareness of the importance of regular school attendance.
Article III
Membership
3.1 Composition: The CACSE shall be composed of:
3.1.1 Parents of individuals with exceptional needs in public or private schools served by special education programs provided by individual education plans administered by the Vallejo SELPA
3.1.2 Other parents of students enrolled in Vallejo schools.
3.1.3 Individuals with exceptional needs served by Vallejo SELPA IEP’s.
3.1.4 Special education teachers.
3.1.5 Regular classroom teachers and other school personnel.
3.1.6 Representatives of public and private agencies.
3.1.7 Persons evidencing concern for the needs of individuals with exceptional needs.
3.1.8 The CACSE parents shall be parents of students enrolled in school located within the SELPA.
3.1.9 A maximum of fifteen (15) members of CACSE shall be appointed by the Governing Board as voting members on an annual basis. All other persons shall serve as advisory members. At least a majority of the appointed members shall be parents of individuals with exceptional needs.
Appointments
3.2 All CACSE members shall be responsible for contacting parents groups, program specialist, principals, community agencies, or other appropriate groups for nominees to the CACSE.
3.3 The CACSE shall submit the names of the nominees to the Superintendent/designee for appointment to the CACSE by the Governing Board annually. Names may be removed from the list for reason on non-participation by vote of the Committee as described in Article V, Paragraph 5.4.b.
Term of Office
3.4 An appointed member shall continue as such for the term of his/her appointment and until a successor is appointed.
Resignation
3.5 An appointed member may resign by notifying the CASCE in writing.
Vacancies
3.6 When the appointed membership becomes less than 15 members, recommendation shall be made to the Governing Board via the Superintendent at any time.
ARTICLE IV
Officers
4.1 There will be a Chairperson, elected by a simple majority of the voting membership. Other officers may be elected in the same manner, as determined by simple majority of the voting majority.
4.2 Officers will be elected by the Spring meeting and will serve a two year term beginning in September. Newly created officer positions may be elected at any time, provided written notice of the action as an agenda item is provided to the membership in accordance with Article V, Paragraph 5.2.
Duties
4.3 Chairperson: The Chairperson will plan and conduct the CACSE meetings, appoint subcommittee and ad hoc committee chairpersons, represent the CACSE when appropriate, and other related duties. The Chairperson shall orient the incoming Chairperson. The Chairperson may appoint a member to serve as Chair of a CACSE meeting in his/her absence.
ARTICLE V
Meetings
5.1 Meetings, Time and Place - Meetings shall be held with the time and place to be arranged by the Chairperson. The meeting days shall be scheduled by the CommIttee at each meeting. The CACSE shall schedule not less than two (2) meetings per year. All meetings of the CACSE shall be open to the public.
5.2 Meeting Notices - CACSE members shall receive written notification of scheduled meetings at least ten (10) working days in advance of each CASCE meeting. Notification shall include the location, date and hour of the meeting; an agenda for the upcoming meeting; and minutes from the previous meeting.
5.3 Conduct of Meetings - All regular meetings of the CACSE shall be conducted in accordance with Robert’s Rules of Order or an appropriate adaptation via consensus of appointed CACSE members present.
5.4 Decision Making Process - Business will be conducted by the total number of members present:
5.4.1 An appointed parent simple majority must be present for passage of agenda items and CACSE vacancies.
5.4.2 Adoption or revision of the by-laws shall require consensus or a two thirds (⅔) majority of all appointed members. All appointed members shall receive a ‘draft’ of revisions at least one month prior to the scheduled meeting when they are to officially be voted on.
ARTICLE VI
6.1 Subcommittees of the CACSE - The CACSE may establish and abolish subcommittees of the CACSE as it may determine necessary in performing its functions. Each Chairperson or Said committee of the CACSE shall be a voting member of the CACSE; Participation on subcommittees will be open to nonmembers of the CACSE, but whose participation would contribute to the mission of said subcommittee. Such participation will be at the discretion of the subcommittee Chairperson.
6.2 Ad Hoc Committees - These committees may be formed for specific, short term, task oriented purposes. Nothing in these by-laws shall prevent an ad-hoc committee from education of individuals with exceptional needs.

ARTÍCULO I- Identification
Nombre
1.1 El nombre de la organización será el Comité Asesor Comunitario de Educación Especial del Distrito Escolar Unificado Vallejo (CACSE).
ARTÍCULO II - Finalidad
Propósito
2.1 Según lo estipulado en las Secciones 56190 - 56194 del Código de Educación de California, el CACSE tendrá la autoridad y el cumplimiento de las responsabilidades que se definen en el Área del Plan Local de Educación Especial (SELPA). Las responsabilidades incluirán pero no se limitarán a lo siguiente:
2.2 Asesoramiento de la política y la entidad administrativa del distrito y SELPA con respecto al desarrollo y modificación de CACSE.
2.3 Recomendar prioridades anuales a ser abordadas por SELPA.
2.4 Ayudar en la educación de los padres y en la contratación de padres y otros voluntarios que puedan contribuir a la implementación del plan.
2.5 Fomentar la participación de la comunidad en el desarrollo y revisión del plan local.
2.6 Apoyar actividades en favor de personas con necesidades excepcionales.
2.7 Ayudar a los padres a tomar conciencia de la importancia de la asistencia regular a la escuela.
Artículo III
Afiliación
3.1 Composición: La CACSE estará compuesta por:
3.1.1 Padres de individuos con necesidades excepcionales en escuelas públicas o privadas atendidas por programas de educación especial proporcionados por planes educativos individuales administrados por el Vallepa SELPA

3.1.2 Otros padres de alumnos matriculados en las escuelas de Vallejo.
3.1.3 Personas con necesidades excepcionales atendidas por IEP de Vallejo SELPA.
3.1.4 Maestros de educación especial.
3.1.5 Maestros regulares y otro personal de la escuela.
3.1.6 Representantes de organismos públicos y privados.
3.1.7 Personas que manifiestan preocupación por las necesidades de las personas con necesidades excepcionales.
3.1.8 Los padres del CACSE serán padres de alumnos matriculados en la escuela ubicados dentro del SELPA.
3.1.9 Un máximo de quince (15) miembros de CACSE serán nombrados anualmente por el Consejo Directivo como miembros con derecho a voto. Todas las demás personas servirán como miembros asesores. Al menos una mayoría de los miembros designados serán padres de individuos con necesidades excepcionales.
Equipo
3.2 Todos los miembros del CACSE serán responsables de contactar a los grupos de padres, especialistas del programa, directores, agencias comunitarias u otros grupos apropiados para los nominados al CACSE.
3.3 El CACSE presentará los nombres de los nominados al Superintendente / designado para su nombramiento al CACSE por el Consejo Directivo anualmente. Los nombres pueden ser removidos de la lista por razones de no participación por voto del Comité como se describe en el Artículo V, Párrafo 5.4.b.
Termino de oficina
3.4 El miembro designado continuará como tal por el término de su nombramiento y hasta que se nombre un sucesor.
Resignación
3.5 Un miembro designado podrá renunciar mediante notificación por escrito al CASCE.
Vacantes
3.6 Cuando la membresía designada se convierta en menos de 15 miembros, la recomendación será hecha a la Junta Directiva a través del Superintendente en cualquier momento.
ARTÍCULO IV
Oficiales
4.1 Habrá un Presidente, elegido por mayoría simple de los miembros votantes. Podrán elegirse otros funcionarios de la misma manera, según se determine por mayoría simple de la mayoría de votos.
4.2 Los oficiales serán elegidos por la reunión de primavera y cumplirán un mandato de dos años a partir de septiembre. Pueden elegirse cargos de funcionarios recién creados en cualquier momento, siempre que se facilite un aviso por escrito de la acción como un punto del orden del día a los miembros de conformidad con el párrafo 5.2 del Artículo V.
Deberes
4.3 Presidente: El Presidente planificará y conducirá las reuniones del CACSE, nombrará subcomités y presidentes de comités ad hoc, representará al CACSE cuando corresponda y otras tareas relacionadas. El Presidente orientará al Presidente entrante. El Presidente puede nombrar a un miembro para servir como Presidente de una reunión de CACSE en su ausencia.
ARTÍCULO V
Reuniones
5.1 Reuniones, Hora y Lugar - Las reuniones se celebrarán con la hora y el lugar a ser arreglados por el Presidente. Los días de reunión serán programados por el Comité en cada reunión. El CACSE programará no menos de dos (2) reuniones por año. Todas las reuniones del CACSE estarán abiertas al público.
5.2 Avisos de Reuniones - Los miembros de CACSE recibirán una notificación por escrito de las reuniones programadas por lo menos diez (10) días hábiles antes de cada reunión del CASCE. La notificación incluirá la ubicación, fecha y hora de la reunión; Una agenda para la próxima reunión; Y actas de la reunión anterior.
5.3 Realización de las Reuniones - Todas las reuniones regulares de la CACSE se llevarán a cabo de acuerdo con las Reglas de Orden de Robert o una adaptación apropiada por consenso de los miembros designados de la CACSE presentes.
5.4 Proceso de toma de decisiones - El negocio será conducido por el número total de miembros presentes:

ARTÍCULO VI

6.2 Comités Ad Hoc - Estos comités pueden ser formados para propósitos específicos, a corto plazo, orientados a tareas. Nada en estos estatutos impedirá que un comité ad-hoc de la educación de individuos con necesidades excepcionales.
